We are pleased to be partnered with Michael Starkowski, the former Commissioner of the Department of Social Services.   Our affiliation leverages the strengths of both firms, providing clients with lobbying services, strategic policy planning and data and legislative analysis.

Starkowski heads up Starkowski Consulting, which he founded in 2011, after serving for seventeen years in executive service at the Department of Social Services.  Starkowski served as the Deputy Commissioner at the Department, before ultimately becoming Commissioner of the Connecticut Department of Social Services.

Throughout his career he has worked closely with Connecticut’s congressional delegation, Governors’ administrations, legislators on both sides of the aisle, state agency officials and federal officials.  During his tenure, he was instrumental in developing and implementing major creative programs such as the HUSKY Plan, the Charter Oak Plan, CHOICES, Money Follows the Person, Connect-Ability and Electronic Benefits Transfer.

Starkowski is also known for working with for profit and not for profit entities across the spectrum and forging productive partnerships.   As a top level agency administrator, serving four Governors, he understands that government needs business partners to accomplish its goals and understands the synergy that is created by public-private relationships.  He has a keen understanding of the challenges facing those individuals and entities who do business with state agencies.
